Gov. Quinn signed Senate Bill 189, the upgrade to FOIA. The full text can be read at this link. It takes effect January 1, 2010. It seemed to take him a while to get around to signing it but I see that his office created a new Web site which is here:

This is very important legislation, important enough to throw a party. There should be a FOIA-writing party on the afternoon of January 1, 2010.

The new open information Web site lists all of the departments in the state with everyone’s names, what appears to be their current paychecks, and year-to-date earned salaries. People can search contracts, by contract or by vendor name. The press release from the Governor’s Office is here.

Additionally, in an effort to begin to clean up the admissions scandal at the University of Illinois, Governor Quinn also signed Senate Bill 1602. Anyone wishing to apply to serve on Boards can now do so by going to this Web site at: Those are generally not paying positions.
